City leaders and Governor Abbott announced that Morgan Stanley will open a major operations hub in Uptown. The project is expected to support more than 3,800 jobs, with temporary offices at Fountain Place and a permanent Uptown site from 2031. City and state incentives back the plan, and the hiring could widen job options for Dallas residents.

Dallas began fiscal year 2027 with 3,410 sworn police officers, 590 fewer than Proposition U requires. The proposition sets a minimum of 4,000 officers, and the newly adopted budget does not project reaching that number this year. The budget's projections mean police staffing may stay below the Proposition U minimum this year.

Developers must acquire Bank of America Plaza by September 30 to secure a $103 million city incentive. The incentive would support a planned $409 million overhaul that turns the skyscraper into a mixed-use site with hotel rooms, retail and offices. The deadline will affect whether the plan for the city's tallest tower moves forward.

Dallas City Hall, public libraries and park facilities closed on Monday, September 28, for a mandatory furlough day. It was the third and final citywide furlough day of the fiscal year, meant to address a financial shortfall. Emergency services and garbage collection continued, so essential services stayed available to residents.
